sources.list use ports.ubuntu.com without /ubuntu-ports/

Bug Description

Hi

The sources.list generated with today's panda hwpack + today's developer rootfs image has:
deb http://ports.ubuntu.com/ natty main universe
deb http://ports.ubuntu.com/ natty-security main universe
deb http://ports.ubuntu.com/ natty-updates main universe

this is missing /ubuntu-ports/ from the URLs

All hwpacks now use /ubuntu-ports/ everywhere.

I don't know if the image build configs also contain the other URL.
