Synaptic can not be minimized in Unity while package upgrade/changes dialog is running

Bug Description

While the package upgrade/install/change dialog is visible, the main window no longer has accessible minimize, max/restore, or close buttons available.

Possibly more an issue of how unity handles this situation.
