Please sync from Debian unstable, 0.9.6-1, overwriting Ubuntu changes.

dirmngr (0.9.5-2) unstable; urgency=low

  * Build depend against libksba >= 0.9.16-1, which contains a corrected
    shlibs file (closes: #383764)

Ubuntu change was a tightened-build dep to build against the renamed libpth20, Debian has also renamed libpth2 to libpth20 so this is no longer necessary.
