Billing tab, "Reciept on Payment" checkbox does not "stick"

All, we're seeing reports of frustration and wasted paper by libraries who have unchecked the "Reciept on Payment" option in the 2.0.4 staff client's "Bills" tab. Our expectation was that this setting was global, for all bill payments going forward but it appears to be a setting you have to remember to check each time you retrieve a new patron.

In my opinion, this option is either malfunctioning or is misleading.

If it's intended to only work for that particular patron retrieval session then I feel there should be another place in the staff client to globally disable reciept printing upon payments (even if temporary).

If it's intended to be a global setting then it's not working :)

These should make the choices persist between users, and also implements the Number of Receipts option.
