[Natty] user-settings.py Orca configuration filename is deprecated, the new name is user-settings.conf, but 30accessibility scripts does'nt follow this change

Bug Description

Binary package hint: casper

Dear Developers,

After Orca 2.32 version the old Orca configuration filename is changed from user-settings.py to user-settings.conf filename. Unfortunately ubiquity-hooks/30accessibility script this change is not yet synchronised.

I doed the filename replacements with if cases for all blindness related profiles, I attaching a patch.

Please commit this patch if the patch passed with reviewing.

    - Don't set /desktop/gnome/accessibility/keyboard/enable for vision
      related profiles (LP: #711131)
