When run as bzip2 -d pbzip2 filters out the trailing garbage and does not output a warning. This means if run through tar there is no warning at all about trailing garbage. When run with -v it does still output the warning.

Here is what bzip2 says about quite mode: "Suppress non-essential warning messages. Messages pertaining to I/O errors and other critical events will not be suppressed."
So trailing garbage seems to be considered serious enough to be printed - so makes sense to do so in pbzip2 too.
