Bug Description
Merged in changes from CUNY SPS trunk for week of March 21. Changes include a couple flip-flops on facility codes, eventually landing on a restriction to uniquely identify facility resources by facility code plus resource type, proper indexing of imported facilities, and bugfixes to the facility importer.
