Please sync tclcl (1.20~RC3-3) ns2 (2.35~RC6-3) and nam (1.15~RC4-3) from debian unstable

- actual ns2 FTBFS and requires new tclcl to build correctly
- As new tclcl moves a header in another location, ns2 needs to be synced too
- nam uses tclcl and needs to be synced
