Volume does not change if volume-step-size is too low

Bug Description

If volume-step-size is set to a too low number the call to _nearest_int() in xvd_mixer_change_volume() may return 0 in which case the volume is not changed.
Experienced on sound card with Inst->track->max_volume=31 Inst->track->min_volume=0 and volume-step-size=1 in xfce4-settings
Workaround is to increase volume-step-size in xfce4-settings, but a better way would be to ensure that the volume is increased/decreased by at least one step by checking the return value of _nearest_int()

Thank you for your precise report. I acknowledge the existence of the bug, but I am probably not going to fix it any time soon, as I am looking for a new maintainer for Xfce4-volumed (actually it would have to be entirely rewritten but that's another story). I don't have time to write code and make releases right now.
