This bug-report does not make much sense to me. Could you provide a bit more context, wazyquinin? How is this relating to unity? What did you do, what happened, what did you expect to see happening? Thanks in advance!

This isn't a bug rather it is an informative message from update-manager telling you that another package manager is currently running.

The cause of the bug was due to the abnormal abort of dpkg during upgrade. This abort has caused the lock of certain files which will not allow you to run dpkg :(
