Empathy opens multiple chat windows regardless of settings

Empathy always opens chats in a new window regardless of the preference setting.

To reproduce:

1. In empathy contact list select edit->preferences
2. Confirm that "Open new chats in separate windows" is NOT ticked (the default.)
3. Open some new chats
4. They open in separate windows

I confirm this but this happens only for user initiated chats. Incoming chats open in tabs.

For me incoming chats also open in a new window.

For me, some incoming chats open in a new window and some don't. User initiated chats seem to always open in tabs (as they are supposed to).

From my experience, IF the chat windows is minimized, the new incoming chat opens a new window, otherwise it opens a new tab.
