KDE Proxy Exceptions works incorrectly

Binary package hint: kdebase
KDE Proxy Exceptions list works contrariwise.
Lets' assume HTTP proxy is set to 172.16.100.1
If one adds 192.168.0.0/16 to the "Exceptions" list, and "Use proxy only for entries in this list" is off all queries to 192.168.1.1 will be passed through the proxy.
To get the desired behaviour (access 192.168.1.1 directly, w/o proxy) the checkbox "Use proxy only for entries in this list" should be checked. This behaviour is completely wrong and results misunderstanding.
Also it's impossible to use Konqueror and Chromium simultaneously, because Chromium uses the same settings but uses them correctly.
