Ownership of package sets doesn't get preserved when a new series gets initialized

Some package sets were created DMB owned during maverick. Now in natty they're TB owned.

Now I'm not sure if that's the right fix. We may want to change the owner in the case of a cross-distro initialisation.

Fixed in stable r12701 (http://bazaar.launchpad.net/~launchpad-pqm/launchpad/stable/revision/12701) by a commit, but not testable.
