Bug Description
Launchpad provides the ability for a person to subscribe to a branch. Users who subscribe to a branch expect to receive emails when the branch changes.
When the Launchpad branch UI was initially implemented, the intent was to implement email notification soon thereafter. But this has actually not been implemented so far.
