don't let jobs talk to different version servers

Bug Description

When jobs talk to storage servers, they could include the swift.__version__ in a header or whatever. Then the server could compare this to its own swift.__version__, to make sure different (likely incompatible) versions don't talk to each other. This would make progressive upgrades easier.
