New Windows on an empty desktop appear over launcher

Bug Description

Binary package hint: compiz

Logon to Unity based desktop (although this probably isnt a Unity bug it's made worse by having Unity running)
Press CTRL+ALT+T to open a terminal
Observe that the terminal window appears near the top left of desktop 1, where the launcher is.

There's acres of space on my desktop (3360x1050), why does it choose _there_ to appear? It's got plenty of options, but actually chooses the least useful place, because the left edge of screen 1 is the only place on the desktop which triggers the launcher to hide. Seems sub-optimal.
