scribus' final release for 1.4.0 is currently scheduled for March 31st:

I think this "developmental" package is very uncritical (the "scribus" package has the stable version), but it has to go through FFE nevertheless. These are the additions to the upstream Changelog file:

Note that we currently have 1.3.3.13.dfsg~svn20081228-2ubuntu4 in natty, not 1.4.0.dfsg~rc1-1. So there are probably more changes than this, and it might also need a merge instead of a sync? Or can the remaining Ubuntu delta be dropped?

Please set back to "New" once this is resolved.

@Martin: The version you referred to is the stable "scribus" package, this bug report refers to the "scribus-ng" package reserved for more recent versions of scribus. The scribus-ng package is currently 1.4.0.dfsg~rc1-1 as stated in the description.
