Bug Description
1. kill -SEGV `pidof gnome-panel` (Simulate a gnome panel crash)
2. see the bug buddy window
3. close it (as we broke it intentionally); you see a new panel
4. The new panel doesn't contain the network manager
5. (Update Manager is fine here)

Well, I think this is a bug of gnome-panel, because not just the network-manager applet disappears, but also other icons like Beagle of aMule.
