no dependency with any inetd daemon

Bug Description

Binary package hint: ftpd

* install basic system
* aptitude install ftpd => errors because update-inetd does not exist.
* no ftp daemon available, the package is unusable.

Installing an inetd daemon afterwards is not sufficient since the ftpd package uses update-inetd during postinst. We need to reinstall the ftpd package.

The dependency between netbase and any inetd has been removed for Edgy, but the ftpd package still depends upon some kind of inetd.
