Please sync hamlib 1.2.13-1 (universe) from Debian unstable (main)

FFE justification:

This new upstream release of hamlib provides support for the latest new amateur
radio models and minor fixes for previously supported models. There has been
no change to the library ABI.

The ubuntu-hams community uses and tests hamlib on an ongoing basis throughout
the upstream development cycle.

I am a member of the upstream hamlib development team and the Debian maintainer
for the package. I have tested the library and the packaging extensively in
Ubuntu.
