panel service and ati-spi-registry hog the processor when accessability is enabled

Bug Description

Binary package hint: unity

This is on my Dell mini 10v
Steps:
1. Enable Accessibility
2. Start using the computer

Result:
Every 30-120 seconds unity will become unresponsive to user input. Switch to VT1 and run top. Observe that ati-spi-registry is taking 80%-90% of one core, and unity-panel-service is taking 40%-50% of another core.

I worked around this bug by disabling accessibility. Of course, such a work around is not feasible to people who require it.
