git-import crashes in makedirs

Bug Description

"bzr git-import" almost succeed, but died near the end (while creating branches, it seems) with the traceback shown below.

This is bzr 2.3.0 (installed with a stand-alone installer on Windows XP), bzr-git 0.5.4 and dulwich 0.7.0.

Not sure what's going on, the line before that checks whether the
specified path is actually a directory. It's definitely a Windows
related issue.

I've now switch this code to use Bazaar's transport code, which *should*
fix it. I don't have a Windows machine to verify though. Please reopen
if you can still reproduce it with trunk.
