not able approve comments

As disscussed at http://mahara.org/interaction/forum/editpost.php?parent=12692, there is no way to approve comments when you set up 'Moderate comment'.
It also anyone can delete feedbacks.

Hi Shin,

I'm unable to reproduce this bug, either on master or 1.3.5. When I leave a comment on a view that has 'moderate comments' turned on, all comments are initially private, unless they're left by the owner of the view.

If 'make public' is ticked when leaving a comment, the view owner gets a notification and should see a 'make public' button next to the comment when they look at the view.

Can you reproduce this on 1.3.5 or on http://master.dev.mahara.org?
