f10 keybinding of global menu conflicts with non-global-menu applications

Bug Description
Binary package hint: unity
pressing f10 opens the file dialog of the global menu even for programs not supporting it like monodevelop.
Then a one entry menu appears containing only close.
The problem is that f10 is bound to "step over" of the debugger which now cannot be called without rebinding it.
either the global menu should be disabled completely for those applications or the binding changed to something less commonly used by applications.

opera is another application affected but luckily f10 is there not bound to an important function (show context menu I think)
