Bug Description
With the removal of the "System" menu from the panel, we've lost an easy way to change system settings. Unity settings management is opaque enough as it is: it would be prudent to have a "place" to enable system configuration, outside of the mish-mash of desktop files that are displayed in the "applications" place.
