Opening hyperlinks from other applications is inconsistent

Binary package hint: unity
When I open a hyperlink from an application that isn't the browser, it opens the browser in the background instead of giving it focus. Natty Alpha 3. If the browser was previously open it does this, if the browser was closed the browser gets focus.

What is inconsistent about this? This sounds very consistent. Do you mean it's inconsistent with previous releases? Or have you left out a part, where it's not always doing this? Please elaborate.
