Please sync gst0.10-python 0.10.21-1 (main) from Debian experimental (main)

Explanation of FeatureFreeze exception:
natty already has gstreamer0.10 and gst-plugins-base0.10 0.10.32. These releases
introduce new API and gst0.10-python 0.10.21 has bindings for this API.

It also fixes some crashes and broken bindings for some API, which caused
problems for some applications.
