[unity] minimizing an application doesn't make it lose window focus

Binary package hint: unity
Minimizing an app using the unity panel will make it remain as active window: Its name will remain showing up in the panel, the launcher will indicate it as not minimized and mouse and keyboard inputs will be attached to it.
When the launcher is not set to never hide, making the launcher appear will make the minimized window lose focus.

I've never seen this happen. Does this happen with all applications or just some? Is it true for both maximized and floating windows?
