Please sync tor 0.2.1.30-1 (universe) from Debian unstable (main).

The new version does have new features, but the last time tor was in archive
it had the SRU exception. The reason for the exception was that tor, like
clamav, is a moving target - new versions are released, often with new
features that are added to raise the security of the client or the tor
network. It makes little sense to start slicing the upstream release,
especially given that most tor users will expect to have the newest stable
release available to them anyway.
This is how its done in Debian too, as far as I can tell - new versions land
in unstable, and then are pushed through -security or updates to previous
releases.

tor (0.2.1.30-1) unstable; urgency=low

  * New upstream version.
  * The tor specification files are no longer shipped in the tarball,
    so /usr/share/doc/tor/spec is no more. They can be found online
    at <URL:https://gitweb.torproject.org/torspec.git/tree>.
