pbuilder-satisfy-depends doesn't like comments at the start of control files

Bug Description

the buildds use pbuilder-satisfydepends to install build dependencies, but this doesn't seem to work if the debian/control file has a comment before the source package section in the control file.

A fair number of the gnome packages have comments saying that debian/control is generated from debian/control.in

There now is a workaround for this in parsnip. For the proper fix, see bug 728494.
