Hotkey config gets saved at ~/.config instead of XDG_CONFIG_HOME

Bug Description

Steps to reproduce:

Add this to ~/.profile
export XDG_CONFIG_HOME=$HOME/.config2

Now do
mv ~/.config ~/.config2
Log out and in, start Synapse and it will complain that ~/.config doesn't exist.
Software that follows the standard should save config to $XDG_CONFIG_HOME, or ~/.config as a fallback. Please fix this.

Is this the case of ~/.config/hotkeys/ or ~/.config/synapse/ ?

In that case it's an issue in GtkHotkey library.
