Bug Description
By mistake we installed another eucalyptus cloud in the same subnet as an existing one. Euca tried to register the other's UEC SC (cluster1), fails -- no keys exchanged --, but adds it in as a valid SC.

It should be noted that it is extreme bad form to have two euca installs on the same subnet. I do agree with that.
But... it is also bad form to *fail* to register a SC, and still add it in.
