documentation on response_time_distribution feature is wrong

Bug Description

This page says the feature is enabled at COMPILE TIME which is confusing. The feature must be compiled in, but it must also be enabled in the my.cnf or with SET GLOBAL:

Please highlight that the feature must be compiled in and ALSO enabled in my.cnf, as this is currently confusing (at least to me).
it is enabled with: set global query_response_time_stats=1;
