Required a formal and brief accessible name for the launcher menu icon

Bug Description
Recently it was added the support of AtkSelection on the Launcher. It allows to expose to the accessibility tools the current LauncherIcon selected.
Anyway, right now it is used the tooltip text as the name of the launcher, and this have some problems:
* Sometimes it is too long (ie: "Firefox 4.0 Beta 11 Web Browser")
* Sometimes the tooltip is missing (ie: if I launch orca from the terminal, a orca icon is added to the icon, but it seems to not have a tooltip, as it doesn't expose any name).
* In general a tooltip shouldn't be the best fit for the name, as it is supposed to be a description of the item (ie: "Drop To Add Application" on SpacerLauncherI
Although a solution would be able to solve this issues on the launcher icon tooltip text, I think that it would be better to try to provide a suitable name on them.

Some thoughts after these months:
* After my previous tests, it seems that now the launcher icon always have a tooltip.
* Although it is long in some cases, Orca users can stop the speech pressing a key (ie: after just listen "Firefox")
* tooltip seems to be used always for this kind of descriptive name, also in the switcher.
So I will close this bug. Please reopen if my initial concerns were valid for any other user.
