force html regeneration on publishing

Bug Description
blog publish should always regenerate html.
If I used 'blog html ... --serve -n' for preview I missed metadata updates.
Thats can be ok, but publishing should use *latest* form.
Also maybe there are good idea to force --force flag if --serve is specified.
