Bug Description
This is a bit of a nuisance : it would be better I think to have it /able/ to be brought up, but not actually started on install.
For Launchpad we'll need to be able to install the package and have it /not/ bring
that up in the dc. (possibly to change the partitioner, definitely to
join it to the right cluster).
