The 0.2.41 changelog includes this change:

  * [sarge, sid] Removed aboot, aboot-base, elilo, efibootmgr, silo, dvhtool,
    delo, palo, vmelilo. As per the consensus reached in the thread starting
    with http://lists.debian.org/debian-boot/2004/04/msg00634.html, the
    installation of boot loaders is now debian-installer's responsibility.
    (Closes: #247906)

While it is debian-installer's responsibility to install bootloaders,
this change is unfortunate because the installer is not completing this
responsibility on several of the listed archs.

In particular, this change leaves ia64, sparc, hppa, and m68k completely
broken; and it will leave netinst CDs broken on alpha and mipsel,
because the necessary packages aren't included by the debian-cd build.

Because this has the potential to decimate the debian-installer release
schedule, I plan to NMU and revert the changes on those four
architectures whose bootloader installers are not prepared for this.
Technically, debootstrap is not part of the base system, and d-i udebs
are subject to a different freeze process than base anyway; so I don't
see any need to try to rush this in before the base freeze.
