Bug Description

This is a severe problem for our deployment environment where we don't trust the internet at all.

The symptoms are:
WARNING: intersphinx inventory 'http://docs.python.org/objects.inv' not fetchable due to <class 'urllib2.URLError'>: <urlopen error [Errno 101] Network is unreachable>

spewed to the pqm-errors list from the 'update-launchpad-built-code.sh stable' script invocations.

Note that adding http_proxy would open us up to crafted attacks on our deployed appserver code should there be bugs in sphinx. So we should not do that.
