[panel] Programs ran as root do not use global menu

Bug Description

Any program ran as root does not use the global menu. Instead, it shows its menu below where it should be. I'm not sure if this was intended to make the distinction between root and non-root windows, but I feel that this is a bug. Screenshot attached.

I can confirm that when using the package unity-2d on Ubuntu 10.10 using the steps provided by Rod Davis that I can reproduce the bug. Therefore I have set this bug to confirmed.

To reproduce this bug I ran.
sudo nautilus
