error creating db and user

When creating db and user for local test site my1domail.net, and putting username: my1domail.net; password: my1domail.net

Shoud it eat just any chars?
May be problem is in utf8_turkish_ci?
Why not utf8_general_ci?
dot cannot be used in db name in this way. dbname is not accepted by mysql.
Anybody knows howto use dot in db names in mysql ?
this seems a mysql behaviour.
