PPA traversal assumes distribution is ubuntu

Bug Description

The PPA traversal code, "traverse_named_ppa" in lib/lp/soyuz/browser/archive.py assumes that only Ubuntu has PPAs. This is the wrong place to assume this, since production only allows Ubuntu PPAs, so the testsuite can create PPAs for other distributions to avoid using sampledata.

There are many places that assume there are only Ubuntu PPAs (don't ask me to remember!)
