"System halted" but system will not powerdown

Bug Description

Binary package hint: apport

When shutting down the screen says "System will now halt" and then it sounds like the drives power down, however the display remains on as does the CPU fan.
If I remove the "quiet" option from the boot menu it then says "system halted" but with the same end result.

This is a new build PC.
Mobo: GA-870A-UD3

FYI - the system reboots fine, it's just the powerdown that's not working. I haven't yet tested the suspend/hibernate options.

Also, I don't know if this is relevant, but I have the "too many connections" message when the system boots. There's a thread about this on the forums (http://ubuntuforums.org/showthread.php?t=1635278) as well as a bug tracker (https://bugs.launchpad.net/ubuntu/+source/linux/+bug/595448)

A quick update.

It looks like this is to do with an irq conflict.

I can get the machine to powerdown in two scenarios:
1) disabling one core of my Athlon X2 245e
2) removing the TV tuner card

I have the same problem with my machine. XP and Ubuntu 10.10 dual boot, controlled by Grub2. I can shutdown from XP, but can't from Ubuntu. Sure I can always mash the power button, but why can Windows do it when Ubuntu can't? I have tried most of the things suggested here, like disabling the wireless, etc. . Gigabyte GA-EP45-UD3P motherboard.
