Bug Description
It's possible for a user to mute emails from a bug by having a BugSubscription with a bug_notificatio

Perhaps we should just show 'edit subscription' always, even if the
user isn't subscribed.
That will be cheaper to calculate, handle structural subscriptions and muting.
