Unity launcher is hidden under fullscreen Chrome, but recieves mouse clicks

Binary package hint: unity
I have the the Unity Launcher set up to dodge active window. When I use Chrome (did not try with other app) in fullscreen (F11), the lauchpad is hidden bellow the window, but receives mouse clicks. I found that out when I tried to bring in a map in google maps. The + button did not do anything, but it did started several Nautilus windows which have the button in the same place as the zoom in button in google maps..
