Menu bar should be integrated into title bar in Unity

Bug Description

Now Unity Desktop integrates (and hides) the menu bar into the upper panel both for the maximized windows and non-maximized ones.

According to me it is a bad choice fot what regard the confort: is not the best move at the top of the screen to use the menu for non-maximized windows.

I disagree also always in view the menu for non-maximized windows. Then: why not integrate (and hide) the menu bar into the title bar instead for ummaximized windows?

I have realized a simple mockup.

Hi Andrea

Thanks for the suggestions. However, we prefer to be consistent, and
present the menu in exactly the same way for all windows and apps. We'd
like to get OpenOffice / LibreOffice too!
