Bug Description
The channel I'm running Ibid in would like to enable unaddressed factoid activation, without the risk of setting factoids during regular conversation. For this to work, one would need to be able to apply "addressed = false" to the Get part of the factoid plugin but not the Set part.
A similar situation might arise with other plugins, particularly if the games plugin expands significantly.

Considering that changing this botwide is a far bigger issue. Let's call this a whishlist item for unaddressed factoids.
