Bug Description
Using inkscape 0.48.0-1ubuntu1, drawing an arc with start and end arrows result in incorrect behavior. If I do specify an arc starting in 0.0 and ending in 180.0, the arrow is drawn right to left instead of the expected down to up. If the end point is slightly displaced (ex. 180.001), the arrow is displayed correctly.
I'll attach two images with the expected and obtained results.

Reproduced with Inkscape 0.48 and 0.48+devel r10053 on OS X 10.5.8 (i386)
Oddly, if the left arc handled is dragged with 'Ctrl' towards the center of the ellipse [1] - without changing the 180° angle - the end marker is displayed correctly (though none of the values in the XML Editor have changed).
[1] used to toggle between arc (pointer drags inside the arc) and segment (pointer drags outside of the arc)
