Support bzr-rev-id as a bzr diff format

Bug Description

https://launchpad.net/bzr-diff-revid/+index offers a useful alternative approach to bzr diff that it would be good to see supported by bzr itself. The next version of Review Board, and the associated command line tools rbtools, will support using bzr with bzr-diff-revid. It would be really nice if rbtools could work with an unmodified bzr.

Jelmer suggested "bzr diff --format=revid" on IRC. I think that makes sense. There's no need to make this default to support reviewboard. If it's included in bzr, then rbtools ban be modified to use the correct option.
