[Time Zone plug-in] Custom time zone is not saved

Bug Description

Due to developer incompetence and/or absent-mindedness, the Time Zone configuration plug-in doesn't save user-defined time zone descriptions to the configuration file.

A fix has been committed as revision 4876 in the trunk branch of Stellarium's Bazaar repository:
http://bazaar.launchpad.net/~stellarium/stellarium/trunk/revision/4876

The new version of the plug-in should not only be able to define and save custom time zones, but also edit them.

I just downloaded the latest version of Stellarium 0.11.0 today (July 8) from the main page, installed it, booted up, and loaded the Timezone plugin through the Configuration menu. I chose Universal Coordinated Time (UTC) and clicked the "Save Settings" tab. I then also "saved as default" in the main configuration menu in Stellarium. Under the Date and Time settings in the Settings menu of Stellarium, I continue to allow Time to be "System Default".

When I close the program and relaunch it, my display clock still shows the time to be my local time (EST), not UTC time. The display should have been offset 5 hours. Apparently, the timezone plugin option is still not being saved. Alternatively, I am doing something wrong. When you released your fix to the problem on July 2, would it appear in the latest download version for Windows, or is the fix not yet available for download?

This still doesn't work. The plugin is definitely saving the setting to config.ini, it's just that Stellarium is not processing it correctly. The setting in my ini reads "SCT-05:00:00." Stellarium is still showing local time (12:24pm right now), but the display is night time.
