add 'serve' command

Bug Description
Maybe 'serve' is not the best name, but...
Usage:
blog serve path/to/rst
This command shoud look at rst file via inotify and refresh output html after every file change.
That behaior allows to edit article in text editor and view in browser changes after every save.

Maybe flag --serve for 'html' command is good choice.
